IDK. Based on the books I would say Robert behaved cruelly to those he despised - mostly in his own personal life - and that it wasn’t often cruelty for cruelty’s sake, as it is with Joffrey, rather that he was thoughtless as to how his actions effected and hurt those around him. In general political policy he was incompetent but seldom actively cruel. That was his thing, really, being forgiving and magnanimous publicly.
